You shouldn't get these warnings that something has happened that changed the data whilst you've been on that page, but the concurrency warning seems to come up sometimes when it shouldn't. So I think that your 'issue' with entering 'States' isn't actually one, but the concurrency warning that is stopping you from entering them.
Have you tried rebooting the service, etc? This may help. Hopefully someone more knowledgeable can help further here ...
