I assume there is nothing really to develop.

If your desired signing scheme works with OpenOffice.org, use OpenOffice.org 
reporting engine for OpenObject (OpenERP):

As OOo starts and opens the document, you can sign it...

This works if user signs the documents with personal signature. If he wants to 
sign the document with some company signature, there should be some development 
performed to automate signing process of OOo as daemon.

Please note, I have not tried OOo signing options before, so this is just a 
blueprint. Still, fairly simple one.
