I assume there is nothing really to develop. If your desired signing scheme works with OpenOffice.org, use OpenOffice.org reporting engine for OpenObject (OpenERP):

If he wants to sign the document with some company signature, there should be some development performed to automate signing process of OOo as daemon. Please note, I have not tried OOo signing options before, so this is just a blueprint. Still, fairly simple one.
