I dont underestimate; GPG is a thechnical a good crypto solution.

It's just the law. Money is also just a pice of colored paper, but the 
state/law gives him value. 
In this case, goverment say only signing based on a Trustcenter are valid and 
approved by tax-authorities. (where name/company/.. has been veryfied ), not 
just a "gpg --keygen" :)
