I thought this could be helpful for others:
I repeated my measurements on a few motes and found out, that the
current consumption on some motes is indeed much lower (7.5uA) and on
others it's still the same (36uA). On every mote running exactly the
same program.
That's amazing, isn't it?
At a closer look, there seem to be some differences in the board design.
First, there is a box over the radio chip on one type. Then near pin 5
of the expansion header (the one with 6 pins) there is an additional
resistor. The motes with the box on it had the higher current value.
Can anybody tell me, what's the difference between these two designs?
are there more changes, and why could this lead to such different values
when current is measured?

lift the Vcc pin to the flash and measure it yourself :)

I can't find out, why my numbers for "MCU standby" are so far away from
the one in the datasheet (that says 5.1 μA avg., 21μA max.):
Radio off, MCU in LPM1: 194 μA
Radio off, MCU in LPM3: 38 μA
Radio off, MCU in LPM4 (all clocks off, I guess this is standby):
35.5 μA
I had then a short look at some other datasheets of things on the tmote
sky platform. The deep power down current of the external flash memory
alone seems to be 10 μA, how can the overall current be lower than
that?
