Hi, I solved this problem by replace the rechargablt batteries with a new pair of disposable batteries, whose voltage level is above 2.7V. Deluge T2 will not reboot the mote if the voltage level is below 2.7V. For rechargable batteries, even if they are charged full, the voltage level is 1.2V per battery.
However, I encountered another problem. Initially I programmed GoldenImage on the mote, and it can receive the new image of Blink, let's say version 1. Then I send reboot command to the mote and it rebooted successfully and the Leds started blinking. But when I tried to send another new image of Blink, let's say version2, to the mote, the mote did not response. Even if I add "DDELUGE_BASESTATION" or "DDELUGE_LIGHT_BASESTATION" into Makefile.
