Further finding of this pppd issue.

I have noticed that in PppRouterC.nc there is an condition

#if defined(PLATFORM_TELOSB) || defined(PLATFORM_EPIC)
 components PlatformHdlcUartC as HdlcUartC;
#else
 components DefaultHdlcUartC as HdlcUartC;

If DefaultHdlcUartC is used instead of PlatformHdlcUartC, the telosb has no
problem in synchronization with pppd with speed 38400. Does anyone has a
little bit insight of this?

However, using DefaultHdlcUartC, a pretty high packet drop rate was
observed. Guess this is because of the difference of implementation in
DefaultHdlcUartC and PlatformHdlcUartC. Can anyone has further explanation
of this?
