I have found is that many students equate asking questions to being stupid. Often they are afraid that they are the only one who doesn't understand something in the lecture. Since every teacher can be unclear at some point, I have my students hand in questions on a piece of paper at the end of each class. They don't have to sign their name, so they are willing to ask questions. What I have found is that there are certain topics that a majority of the students don't understand. If this happens, I will take a brief moment out of the next class to address those questions. I have also received great questions from my students. This tells me that the wheels are spinning, they just may be too shy to admit it.
