I've seen this claim as well, probably somewhere in _Science_.
But considering that this journal publishes weekly, that isn't
much help, is it?

A web search turned up a more promising source in an essay by
Eugene Garfield (the originator of _Current Contents_). It's
titled "Research and dedicated mentors nourish science careers at
undergraduate institutions" (August 17, 1987)
