I have never found an adequate solution to this problem. When I dropped the lowest exam I had several students simply not show up for the last exam without informing me. I had no way of knowing whether they were ill, lazy, or arrogant. What I do now is tell them that they have to take all the exams. I drop the lowest exam without telling them if it is not indicative of the rest of their work.
