I like Max's answer. I suppose you could say that the effect size (r or
d or whatever) is the answer to this question, as long as you have a
true experiment. It could lead to a good discussion of the philosophy of
science, determinism, practical vs. statistical significance, etc.

The greater the treatment effect (the effect of the IV on the DV), the
greater the dependent variable is dependent, I would say.
