When mailing to a foreign country, we have had good luck with contacting
the appropriate embassy and asking for help.  Most times, the embassy
has suggested mailing to their U.S. office and then they have assumed
responsibility (and probably the credit) for getting it to the
appropriate university in their country. Books sent within the U.S. at
book rate are not very expensive.  Of course, there is always the
possibility that the books never reach their final destination but that
is probably an issue no matter where a box a books may be sent.
