Let a mere Canuck offer a different perspective. All of you Americans talk funny anyway, so why should your President be any different? Next, the etymology of "nuclear" is obvious. It derives from the verb "to nuke" in American English, as in "Martha, I'm a-gonna nuke that there frozen pizza in the microwave". So clearly, the adjectival form must be nuke-uler.
