Hi Deb:

Geez, I'd have to be honest and tell her that I wouldn't think I could write 
the letter. It sounds like they have an application requirement that she simply 
just cannot meet. There also seems to be some ambiguity between how the 
requirement is phrased and how she wants it to be understood--the beginning 
part of your quotation reads quite differently from her interpretation. 

I would be extremely hesitant to say that yes, she "could" get in; if 
she "could" then perhaps she should apply someplace just to demonstrate that.

That's my two cents. I know how hard it can be to turn down a letter...
