My guess is that the school system requires teachers either to have a
masters degree or to be pursuing one (or extremely likely to pursue one
inthe very neaqr future). Unless you really believe that someone with her
academic record is likely to be admitted to a masters program, I don't see
how you could provide the letter (and I don't know many grad programs,
especially in psych, that would seriously consider a student with a 2.0
GPA for direct admission). 

I may get flamed for this, but I wonder whether you are doing the
students of this school a real disservice by "recommending" someone
with such a poor academic record to be their teacher.
