Yes, it's entirely possible that Jewish residents of Florida would miss announcements due to the holidays. Many observant Jews refrain entirely from using electricity on holidays, especially Rosh Hashanah and Yom Kippur. Others (such as myself) will use, say, light switches, but still won't use TVs/radios/phones/computers, in keeping with the spirit of these holidays as a time for personal reflection.
