I think that Bill is technically correct about how most IRBs
would interpret such a plan, but it perhaps illustrates how
distorted (perverse?) ethics requirements have become in the
social sciences.  This parent can do pretty much what he or she
wants with a child (within the law of course), and the parent
could disseminate the results however (media, internet, book,
...).  But somehow wanting to publish the results in a
professional journal places all kinds of restrictions on the
conduct of the parent and mandates prior approval.  It is not
exactly clear how this benefits either the child or research.  
Imagine poor Piaget if ethics reviews had been the norm in his
day!  Perhaps we shouldn't be disseminating his ideas given they
were based on data collected in an unprincipled way according to
current guidelines.
