Bush, and the right, as far as I know have no opposition to the use
of condoms to prevent AIDS, but maybe I missed a policy statement
somewhere.

I think you missed their funding of high-school programs in which the
only allowable mention of condoms is in terms of failure rates.  As I
understand it, teenagers exposed to these programs are less likely to
use condoms when they finally do have sex.  Perhaps someone with more
time can post the citations.
