On the question of why I can't access Google search while other sites work fine, I've made progress. There probably are a few who are now curious about my problem, so I thought I'd give you a report.
Typing the Google url into the address window gets me an "Operation timed-out, did not connect" message. But when I instead use the DNS numbers for the Google address (the numbers which the browser really uses to go to the Google site), bingo, it takes me right there, and searches just fine. So my problem has to do with my computer or my server failing to convert the url address into the DNS numbers corresponding to that site. Because my neighbour who uses the same Internet provider hasn't had a problem, and because I don't have a problem on my university computer using a different provider, it seems most likely that the problem is on my home computer. Nevertheless, I'm asking my provider if they are having any problem with DNS numbers. That's it so far. Thanks to everyone both public and private who tried to help.
