Michael- I can't speak for the practices at any other institutions but here, the instructor, the department chair, the dean, the promotions-and-tenure committee, and any number of others are given access to all the evaluation materials (the comments are stored separately from the compiled statistics but we require faculty to keep the original evaluations as well). That would not be practical in large classes. Our faculty handbook requires we keep all originals as well as the summaries for review purposes. I keep mine (as do our other psychology faculty) in our offices and we welcome any student looking them over if they want to (YAWN!! Like that's ever happened!). :) Most other departments I've seen would require the same level of availability of the comments.
