I was on a search committee several years ago and one of my tasks as a
committee member was to call the registrar of the institution that
granted the terminal degree listed on the applicant's vita and verify
that the degree had actually been awarded. As I recall, this was a bit
of a complicated process. The registrar did not release this information
to just any random caller. I had to document that I was associated with
a faculty search committee (I've forgotten that process now).

Times have changed a bit on privacy matters. So I don't know how this is
done now. Although I have not been personally assigned to this task on
recent search committees, it seems to me that some where in the search
process, some one determines that the candidate credentials are valid,
at least for candidates that make the interview list.
