It looks like it's from the Netherlands (Holland).  Language is thus most likely Flemish.
 
I'm basing this on comments posted with the video.  I don't know Flemish, so don't ask me to translate anything.  (I had enough trouble with Wundt's gravestone translation...oh, no, that was the date of his birth/death.  Ha ha.)
