Annette,
Can you refresh my memory about the donuts and cell phones?
 
I have two girls who are always checking their phones.  I am not sure what to do.
Their eyes are focused in their laps and they have their phone out. When I call them on it, they discreetly fold the phone and drop it into their purses. Then they reply that they do not have their phones out.  This happens nearly every time I turn my back to them.
 
Every time I catch them, I have asked that they put their phones away. But the whole thing is beginning to wear on me.
I don't want to ask my department head for advice. I am sure she will see it as a lack of control in the classroom. 
 
But I am getting tired of playing cell phone policeperson.
