My first reaction to this story was, "How is it possible to enforce the 
sentence?"  Then, the idea of prison came to mind.  Has Canada's war on drugs 
caused problems to the same degree that is seen in America?

OK, the "America" reference was a playful jab.  But, what should we call 
ourselves?  "United Statesians" doesn't sound right.  Citizens of the United 
States seems a little wordy.  I know that some Canadians and folks from many 
other countries might have suggestions, but they probably wouldn't be 
appropriate for children and other sensitive viewers.
