I used Julien's A Primer of Drug Action for several years, but it is
so poorly written that I finally abandoned it.
You could try Ksir et al., Drugs, Society and Human Behavior, which I
have also used in the distant past. It is easy to read, but a bit
simplistic.
The one I use now is Meyer and Quenzer, Psychopharmacology: Drugs,
the Brain, and Behavior

I never did find a really satisfactory textbook for that course. I

which was strong scientifically, but somewhat dry in format and
presentation. That was the second edition; maybe it's been spruced up
by now.
