The back-story to that Newsweek story is that the Democrats are holding
up the legislation because the Republicans insist that it include
language granting immunity from prosecution or other legal action to the
telecom companies that enabled the administration to break the law in
the past.

There's bipartisan agreement that there could be changes to FISA that
would help, but granting immunity from lawsuit to corporations that
*broke the law* isn't going to make the nation safer.

Personally, I'm a little weary of this administration trying to scare
us, and the polls are suggesting the rest of the country is a little
tired of being scared, too. 

I think of the flooding therapies.  We've been flooded with fear for so
long I don't know that we can sustain it much longer.
