Hi Paul, I would contact the editor of each journal and let them know about your discovery. If they are, indeed, an instance of duplicate publication or simply two papers with different data sharing a lot of text in common, the editors will, in turn, contact, the authors' institutions. In these situations, it is typically the institution that handles the investigation.
