calls for school to begin at 11:00 to account for adolescent sleep cycle.

Of course, this is a classic case of people believing their own press. 
This headteacher seems to think that universal public school is about 
education, rather than about freeing up their parents to work longer 
hours. :-)

Who, pray tell, would take care of all these teens during to 2-3 hours 
between the time that their parents leave for work and the time that 
they leave for school? "They are old enough to take care of themselves," 
I hear you say? Get up on time, wash, dress, make themselves a 
breakfast, get out of the house and get to school on time? Methinks not 
(at least, not very reliably).
