Thank you for your question! "Running head:" should appear before the short 
title in the header on the title page only. Thereafter, the short title should 
appear in the header on its own. This has been corrected in the sample papers 
on our website 
(http://www.apastyle.org/manual/related/sample-experiment-paper-1.pdf).
