I let all of my students (international and non-international) take as much
time as they need with all of my exams.  My exams tend to be more "power-"
than "speed" based, and this seems to put students at ease a bit.  Most,
however, tend to finish within the normal class time (typically 50 or 80
minutes) anyway.
