I DO enforce the time limits, largely for two reasons:
1. There's usually a class in the room directly after mine.
2. We have an active Special Services Program that evaluates students who
might need extra time on exams. My exams are very reasonable in terms of
the time requirements, and unless students show up late (which I have
tended to see when I've relaxed the time limits... they'll figure they have
two hours or whatever so they'll use some of the time to cram), they can
easily finish in time.
