I've allowed it. A dictionary isn't likely to give anyone an
unfair advantage on my tests. English speaking students would be welcome
to bring in dictionaries too if they were so inclined. It wouldn't help
them conceptually, either.
If I gave multiple choice questions that required demonstrating memory
for terms, I might feel differently.
