In my cognitive class I had students write questions last semester.
My experience was that even with fairly extensive 1-shot in class
training they did very poorly in general--foils tended to be extremely
obvious and overall the items were simple fact based items.

I did get the idea from a TOPS article so you may want to check out
the archives.
