I think that you will find the following paper very helpful: 

Graham, S. E. (1998). Developing student outcomes for the psychology major:
An assessment-as-learning framework. Current Directions in Psychological
Science, 7, 165 -170.  

She lists a nice set of goals that can easily be adapted to most departments
and discusses several assessment techniques that are also ready to adapt to
your departments' needs. (Perhaps Paul will tell us something about his
experience with this model?) As you all know the assessment demands are
growing and there is a very complicated literature to accompany those
demands. The recommended readings in Graham's paper provide a great starting
place.

Our college's new Dean has given all departments one month to formulate a
preliminary set of Goals and Outcomes for each department and for our
majors. If anyone has suggestions, lists, models, web sites, or finished
examples that you are willing to share, I would be greatly appreciative.
