Classical conditioning seems to be getting the votes today. I know classical
conditioning has been reinterpreted in recent years, but it was my impression
that, as originally conceived, classical conditioning always began with a true
reflex or physiological response (something built into the nervous system).
Perhaps some would argue flocking behavior is such a reflex or instinctive
behavior. If not, I would favor the discriminative stimulus/operant
conditioning explanation (although if the birds are also salivating in response
to the whistle, that would be an example of classical conditioning ;)
