And even though this seems to have been generally understood, I think I'd better make one more clarification: I'm talking about _undergraduate_ animal research, especially rats, and especially individual projects such as for a dissertation, thesis, or independent studies credit. And the question once again is: Do you have to submit such proposals to a qualified reviewer at another university who will pronounce on the scientific merit of the proposal. Whew, this is harder to get right than designing a questionnaire.
