Help! Tier-y eyed over Tiers

Hi Tipsters,

Lately my institution has been talking alot about Tier I vs Tier II schools, etc.
I have to confess:  I am not sure what they are talking about!  What is
Tier I vs Tier II, and who set these tiers anyway?  What determines the
ranking?
