   I worked for sometime as an Addiction Counselor at Tomoka Correctional
   Institution here in Daytona Beach,and the program was referred to
   as Tier IV. This year they have switched to a Tier I program.
   The Tier IV program was structured ion the notion of a Therapeutic
   Community-tyhe inmates played a significant role in managing the 
   program.With the current Tier 1 program,it is more individualized
   and therapy is more on a one on one basis.
   I suspect that re Educational Institutions,the Tiers may refer
   to the levels to which the instructor and students are responsible
   the modus operandi of strategies and outcomes.
