Last year we sent several boxes of books to a university in response to
such a request. They were in desperate need of texts. Of course, we
soon discovered that the cost of such a mailing was quite expensive even
being shipped by sea (we carefully wrapped the books in plastic as a
protective measure). When we called the country's embassy to find out
if there was a cheaper way to send the books, they offered to cover the
overseas cost. All we had to do was mail the books to the embassy and
they took care of the transport from there. It worked out great.
