It seems to be a settled practice for Grad schools not to admit  undergraduates 
in their institutions to their grad programs.It would appear that the 
preference  is  to admit students from other institutions.One reason that comes 
to mind is that admitting grads from other institutions strenghtens the 
academic variability
of the department's graduate programs.
To get an undergrad degree and a grad degree from the same institution may not 
look good on a resume' And it is even worse  to get a BA,MA,PhD from the same 
institution and being a prof in that same institution.
