I was wondering what the opinion would be in TIPS with regard to
having administration as the chair of a committee (typically the
academic dean).

Should the academic dean be the chair of any committee?
Why or why not?

Or perhaps the academic dean should be chair of a only certain committees
What would those be?
Would they be ex-officio non-voting?

What is the practice at your institution?
