Brian Seville has made peer instruction the core of his teaching
methodology.  Literally, during every class session student discuss the
learning assignment with another student and lecture is never, ever used. 
He sent me a paper on his research and I'm sure he would be willing to do
so for any one interested in this approach.  Also sure his research can be
Googled easily also.
