If you fund public schools like the third world then you will get results like 
the third world. Simple.

If you undermine the public system with "charter" schools, "vouchers" for 
private schools, and the like, then your results will be undermined. Simple

If you pay teachers like they are unskilled laborers, then only people who 
would otherwise be unskilled laborers will be teachers. (Yes, of course, there 
will be a talented few who are "on a mission" to be teachers, but an 
impoverished system will beat them down and/or squeeze them out soon enough.) 
Simple.

The strategy of the anti-public movement has been transparent for decades now: 
Do everything in your power to defund, dismantle, disable, and ultimately 
destroy every public institution you come across, then declare, to your 
"horror," that the public system has failed and that only a private system 
could possibly do the job. Then, once the private system is in place, squeeze 
it for every dime you can get out of it, for there will no longer be a public 
system left to which people can return.

Of course, this would only work in a country where the population has been 
conditioned to regard anything that happens in other countries as being 
relevant.
