Are you implying that by requiring higher standards a disservice was done to 
the current students' pool? I doubt  educators in  Japan and Pacific rim 
countries will use your rationalization.

  What Michael didn't mention is that 70-80% of the students passed the same 
test every year over the past ten years, and they completely changed the 
scoring criteria this year. I'd say that perhaps they should take a close look 
at the standards used for passing.

  73% of Florida's 4th,6th,8th and 10th graders who took the State's FCAT exam 
flunked the writing portion of the test.So they decided to lower the standards 
for passing so more would be counted as passing.Some are calling for the 
abolishment 
  of the test.Considering the amount of texting those students do,I was 
expecting a higher passing
  rate.
