Not exactly.  See, it helps to know exactly what Bloomie wants
to ban.  Quoting from "Bloomberg Businessweek" (yes, the same
Bloomberg):

|sugary soft drinks to no more than 16 ounces a cup in city restaurants,
|movie theaters, stadiums and arenas, administration officials said.

But,

|The law would allow patrons to buy as many of the smaller drinks as

So, just like with beers in certain venues, the maximum size of the
beverage is fixed but not the number of beverages.  Just buy as
many 16 oz containers as you desire.

Note:

|will blunt any financial toll on soft drink makers, according to Thomas
|Mullarkey, an analyst for Morningstar Inc. (MORN) (MORN) in Chicago.

Also, the ban does not apply to DIET drinks, a point not mentioned
in the article or in most articles on this story. In theory, you should
still be able to get a 32 oz or larger cup of diet whatever in restaurants,
movie theaters, stadiums, and arenas. And if there are going to be 32 oz
or larger cups available, might some vendors feel tempted to use them
for those sugary drinks? Hmmmm.

As long as it is diet you should be able to get it in 40 oz, 64 oz,
or whatever super ridiculous size vendors make available.

Possibly.  If it refers to Canadian sodas of the "Terrence & Philip"
brand, I'd be very cautious about the "aeration" (NOTE: South Park
reference).  >;-)
