You do not need to have all your students take the training, unless this is an educational exercise. The only people who need training are the PI and others on the IRB submission, especially those taking consents. The NIH and CITI training probably meet the requirements, but who knows? The IRB regs are a moving target. A great book on the subject is Ethical Imperialism, by Zachary Schrag.
