I think some schools are forming consortiums and using on-site proctoring. 
Within a given state system, for instance, a student taking an online course at 
institution A can take the exam at institution B's proctored testing center. 
That removes some of the convenience of online courses, but builds some 
reasonable security. I did a search on this the other day when we were having 
the discussion of the site that will take your course for a fee and found some 
examples. I can't seem to duplicate the search today.
