[TiVo Central] Transferable Lifetime Service?

I have noticed tivo units with lifetime subscriptions are being sold on 
ebay.
One of the listings says that with a simple phone call to tivo you can 
transfer the unit to the new owner. 

Is this a legitimate claim?
