That's a circular argument, pre_shared_key already has two different forms
that depend on whether it's the ClientHello or ServerHello it so this is
saying "psk_key_exchange_modes has to be in a different extension because
psk_key_exchange_modes is in a different extension".
Making it { modes + info if required } in one extension where the mode is
right next to the info it applies to rather than splitting it across two
extensions would be the obvious way to do it.
