I take no issue with the WG declining to do further non-emergency work
on TLS 1.2, if that promotes best use of scarce WG cycles.
I do however wonder why this requires a draft formalising the stance?
The simplest way to not do non-emergency work on TLS 1.2 seems to me to
not do non-emergency work on TLS 1.2. Is the draft actually necessary?
Would not working on the draft save even more cycles?
