Given the above, I no longer have an objection to this draft progressing. I do still think the IETF is doing the community a disservice by not offering general guidance on what PQ options to deploy at this point in time, but wrt KEMs, the TLS WG now does seem to have consensus on guidance with which I can agree (i.e. to prefer hybrid KEMs now).
